AIM:

Ceiling fans can cool the occupants of the building when natural ventilation is low especially in periods where the temperatures and humidity are high. The ceiling fans can provide air movement that is similar to natural ventilation. The effect is physiological cooling of the occupants - there is an effective 3 deg C reduction in perceived air temperature for a ventilation rate of 0.5m/sec (i.e. 1.8 km/hr).

The amount of energy used by the ceiling fans is similar to a low wattage light fitting. This means that the occuptants can be cooled with very small amounts of energy.
